The St. Joe County Public Library is proud to offer free income tax preparation assistance through two trusted programs: the ND/SMC Tax Assistance Program and the VITA (Volunteer Income Tax Assistance) Program.
Each program has its own eligibility requirements and services, so please review the details below to find the option that best suits your needs.
Notre Dame/St. Mary’s (ND/SMC) Tax Assistance Program
Eligibility Requirements
- Families earning up to $67,000, single individuals up to $34,000
- Must be a US citizen or resident
- We will prepare federal and Indiana tax returns
- We cannot prepare tax returns if: (a) income from rental property, (b) taxpayers in bankruptcy (c) taxpayers who receive cancellation of indebtedness income (Form 1099-C) (d) business owners who have a net loss or business expenses in excess of $35,000 (e) business owners who claim home office deductions (f) business owners who claim depreciation (g) business owners who have employees (h) business owners who keep inventory (i) Both taxpayers are not present when filing a joint tax return.
What to Bring
- For married filing joint, both spouses must be present
- Photo identification for you and your spouse (if filing joint return)
- Social Security cards or Individual Taxpayer Identification Number documents for you, your spouse, and dependents
- Birth dates for you, spouse, and dependents
- A copy of last year’s tax return
- All Forms W-2, 1098, and 1099
- Form 1095-A (Marketplace Health Insurance)
- Information for other income
- Information for all deductions/credits
- Total paid to day care provider and their tax ID number
- For direct deposit of refund, proof of account
- For prior year returns, copies of income transcripts from IRS if Form W-2 not available
- Landlord’s name and address (if renting)

- Gambling Winnings (Form W-2G)
- Cancellation of Debt (Form 1099-C) limited
- Health Savings Accounts (Form 1099-SA) limited
- Itemized Deductions limited
- Education Credits (Form 1098-T)
- Child Tax Credit
- Earned Income Credit
- Health Insurance Statements (Forms 1095-A, B or C)
- Prior Year and Amended Returns limited
- Form 8615 (tax on certain children’s unearned income) limited
What They Can’t Prepare
- Form 1040-NR
- Returns for international students and scholars
- Returns for active military personnel
- Schedule C with loss, depreciation or business use of home
- Taxpayers who are in bankruptcy
- Complicated Schedule D (capital gains and losses)
- Schedule E with rental income
- Schedule F with farm income
- Schedule F with farm income
- Form SS-5 (request for Social Security Number)
- Form 8606 (non-deductible IRA)
- Form 8814 (child taxed at parent’s tax rate)
- Form SS-8 (determination of worker status for purposes of federal employment taxes and income tax withholding)
- Parts 4 & 5 of Form 8962 (Premium Tax Credits)

If you meet the eligibility requirements for the ND/SMC Tax Assistance Program, you can register for an appointment. Registration opens two weeks prior to each session.
Volunteer Income Tax Assistance (VITA)/Goodwill Tax Assistance
The VITA program has operated for over 50 years. VITA offers free tax help to people who need assistance in preparing their own tax returns, including:
- People who generally make $67,000 or less
- Persons with disabilities; and
- Limited English-speaking taxpayers
Taxpayers who make $64,000 or less can make an appointment on VITA’s online booking site or by calling 574-800-1361.
